Fountain solution pH/conductivity is too acidic.
Check pH/conductivity settings and correct. (Adjust to manufacturer's specifications.) Clean and sensitize rollers with recommended solutions. Consult your fountain solution supplier

Fountain solution pH/conductivity is too acidic.
Steel or copper rollers have become preferentially wetted by the aqueous etch and repel the ink from that area
a) Copperize copper rollers.
b) strip the steel rollers and dray well before re-inking
